TEXAS MEETINGS

September 16, 2000 Meeting

Property Rights Foundation, Inc. - Texas

IN DEFENSE OF OUR VANISHING PROPERTY RIGHTS

SPEAKER: CURTIS B. CARDEN, Treasurer, Texas Tax Relief, is forming a coalition of taxpayers and legislators who are IN SUPPORT OF FAIR PROPERTY TAXATION by pressing for a uniform system of property appraisal.

The coalition will protest against the use of arbitrary appraisal methods, taxing Officials who delegate their authority, and the taxing jurisdictions who mislead Owners by manipulating the "Truth in Taxation" calculations.

The coalition Will propose (1) accountability to the appraisal process by providing for an Elected official to govern Appraisal districts (2) develop uniform statewide Appraisal manual and (3) restore "Truth in Taxation" standards.

Almost all area properties have risen twice as fast as salaries, giving huge increases to the school district which is asking for an additional 6%. Citizens protest the waste in schools, for example the Superintendent is the highest paid In the Nation and he has 13 assistant superintendents, making the job of school Superintendents office cost taxpayers about $2,000,000 according to reports

FUTURE SPEAKER for October 21, 2000, will be Martha Crockett who will tell how her Community of Willowbend fought and kept CAI (Community Associations Institute) management lawyers from taking over. Her speech will be a "how to" Seminar for other communities who are fighting CAI legal fees and foreclosures.

A Note to Seniors:

You are especially invited because seniors on fixed incomes suffer most from CAI Homeowner Association "legal fees" for letters written about such things as "plastic pot or flamingo in yard", "house painted an 'unapproved color' ", which can cause your home to be put into foreclosure.

At this September 16th meeting we will explain why the foreclosure racket is sweeping the nation. In 1964 anti-discrimination laws were passed and a new method of accomplishing neighborhood cleansings had to be found which would avoid anti-discrimination law violations.

In 1973 a group of lawyers formed Community Association Institute of Alexandra, VA. (CAI), "a how to school" for lawyers to add enough whites to the minority mix to get around the law. Who were the whites to be? Mostly they would be single, senior, white, defenseless white women.

That is why the racket has caused a crisis in Florida, California & Nevada. Governor Bush opened Texas to this racket in 1995 when he signed HB2152 (Chapter 204) which applies only to Harris County, Texas.

The Property Rights Foundation urges all internet users who receive this and all messages regarding our rights to forward them to all their friends, links, newspapers, radio and television stations. We urge reproduction and distribution to all groups: civic, church, parent, social , etc. Join our E-mail army - a TOWER OF POWER.

We are asking that the governor, all senators and representatives write to us so that we can quote their opinions as to the constitutionality of this law and whether or not they will work to repeal all of House Bill 2152 and will work for property rights. We need their letters on file so that we can work to get this information to all voters and homeowners in Texas who wish to preserve property rights.

Our Texas Constitution says that foreclosures can only occur for unpaid taxes, or unpaid mortgage loans and home improvement loans. Voters want to vote for an amendment to the constitution if any other reason for foreclosure is to be added to our Constitution.
